Bridge first, SSO second, database merge last.

This keeps launch risk low. Users can work immediately while we avoid breaking operational filing apps that already have their own roles and records.

Before adding an app

Inspect Routes, database, users, roles and high-value workflows. Bridge Add config, module page, portal card and smoke route. Integrate Add SSO/shared identity only after mapping permissions.
